Cllr Andrew Judge
St Helier
Andrew Judge has been a councillor for 26 years and was Leader for 5 of them; he has a sterling record of success. Andrew spent many years working in courts as a barrister and then striving to improve Merton in the evenings and weekends.
Andrew led the Council from a weak position to one of excellence, introducing cleaner streets, removal of graffiti, fly tips and abandoned vehicles. He introduced landlord licensing successfully for our worst affected areas, improving hundreds of properties.
Under his leadership, Children’s Services rapidly improved and Merton had the best education outcomes for children in care. Andrew improved school buildings including kitchens and started two secondary academies which are successful. One of his proudest achievements are the new playing fields and pavilion for the Ursuline High School.
Andrew stopped the initial proposed closure of St Helier Hospital in 2003 by bringing in the Secretary of State for Health to intervene. And he gave evidence to the FA to try to stop the move of Wimbledon FC to Milton Keynes: afterwards identifying the new stadium site and changing our planning policy to enable AFC to return home.

Nedra Daniel
St Helier
Nedra Daniel was born and raised in the Caribbean island of St Vincent and the Grenadines. She grew up in a tiny wooden one-bedroom home shared with her grandmother and extended family. Nedra’s humble beginnings taught her lessons about faith, community, and perseverance.
Nedra’s professional and personal journey has always been rooted in service. She began her career by serving in the Royal Navy, where she learned discipline, teamwork, and the power of collective purpose. That same commitment to service led her into the legal profession, where she qualified as a solicitor.
Alongside her professional work, Nedra is a proud single mother to a son with autism. Being his advocate has deepened her understanding of the challenges faced by families navigating education, accessibility, and support systems and it has strengthened her belief that local government must work for everyone, not just those with the loudest voices.
Nedra is a member of the Salvation Army’s Community Church in Raynes Park. Through the church, Nedra is involved in Merton Citizens, a movement supporting local organisations on four key issues: mental health, housing, the living wage and welcoming refugees.

Cllr Shuile Syeda
St Helier
Shuile Syeda was born in Nelson Hospital in the 1970s, brought up in Merton, and bought her house in St Helier with her husband of 30 years in 2002. For over two decades she worked in the NHS, holding senior roles such as Patient Experience Lead and PALS & Complaints Manager.
Outside of work, Shuile dedicated much of her life to volunteering and community leadership: mentoring young offenders at Feltham Young Offenders Institution; supporting survivors of domestic violence; serving as a Trustee of Age UK Merton; and as a Community Officer for Merton Rotary Club, Shuile is also a Governor at St George’s Hospital and a Safeguarding Governor at Poplar Primary School.
In her first 18 months as a councillor, Shuile has worked very closely with Merton & Morden Guild, Friends of Morden Rec, St Helier Safer Neighbourhood Team, our local schools and places of faith. This year she has been privileged to take on the role of Deputy Mayor of Merton.
Shuile’s work has been recognised with the Mayor of London’s Award for Outstanding Community Achievement and an invitation to 10 Downing Street for her efforts tackling domestic violence.

Dame Siobhain McDonagh MP
Mitcham and Morden MP
Siobhain has lived in the constituency of Mitcham and Morden her whole life and was elected as the Member of Parliament for Mitcham and Morden in 1997.
Siobhain is renowned as one of the country’s hardest-working MPs, and regularly leads the list of MPs who have written the most letters, taking up thousands of new cases on behalf of constituents every year. She has led a variety of campaigns, including the opening of a new train station at Mitcham Eastfields, saving St Helier Hospital, introducing new community ‘Safer Neighbourhood’ police teams, and tackling graffiti, abandoned cars, vandalism and other anti-social behaviour.
